Is Copilot included free with Dynamics 365?

Partially. Some baseline Copilot capabilities are built into a standard Dynamics 365 app licence at no extra cost; the more advanced, app-specific Copilot experiences (Copilot for Sales' Outlook/Teams integration, for example) are separate paid add-on SKUs on top of the base app licence, not automatically included.
This mirrors a pattern across Microsoft's Copilot lineup generally: a foundational layer ships inside the core product, while the more capable or cross-application experiences are priced and licensed separately. Which specific capabilities fall on which side of that line changes as Microsoft ships new Copilot features, so the safe assumption for any specific feature you're planning around is 'verify the current SKU it requires' rather than assuming everything Copilot-branded is free.
Budget for Copilot the same way you'd budget for any other optional add-on: identify the specific capability a team actually needs, confirm its licensing requirement, and don't assume the presence of some Copilot features in the base app means all of them are included.
